Great question and an excellent idea for my next article GRACIAS
The idea of Jobs to be done is about going deeper into the reason why people buy or use products or services.
For example, people don't buy vacuum cleaners because they need a cleaning device. They buy them because they want a clean floor - and there's a big difference between the two.
So while jobs to be done focus on what the customer is trying to achieve, the customer needs focus on what the customer wants your product or service to do for them.
But agree with you that both are interdependent. The difference is also well explained in the famous story of the milkshake https://www.youtube.com/watch?v=Stc0beAxavY
